Monthly Board Meetings

Cypress Village Residents,

Be advised we have an HOA Board Meeting on the first Thursday of every month at LPI’s office at 6:30 PM. Residents are welcome to attend and voice any concerns prior to the board meeting beginning. Once the Board meeting has begun, residents may watch and listen, but may not participate as this is a business meeting.

We are working to make the HOA processes more transparent to our residents.

    After the budget meeting, I’ve been considering the proposed expenditure of lighting all of the Cypress Village signs at the entrances to our community. I consider this an expenditure that could be better channeled in other directions/projects that will have more benefit to our community. When you give directions to your home, don’t you give street names? I’ve never given directions to “Cypress Village”. As indicated by Mr. Nunez at the meeting, lighting those signs is a very expensive proposition, one that ripe for vandalism is subject to potentially high future maintenance costs.

    Here are three suggestions for alternative uses for those funds.

    1. The HOA (on behalf of the community) should petition the City of Pearland to lower the speed limit to 20 mph (15 mph would be more desirable) in our community and gain permission to install speed bumps. Due to the number of small children playing on our streets, especially Patridge & Larrycrest, this is a safety hazard and if this is not brought into effect, then there will be future injury or possible death. I have witnessed vehicles pushing 40 MPH on our streets and this is extremely unsafe.

    2. Install a bike path/walk way between the community park and section 2. This would enable children from section 2 to have a better/safer route to the park than riding their bikes out of the community on Harkey DR. At the present configuration, the park is underutilized by section 2 residents for the reasons earlier in the paragraph. The only time my family and I have used the park is during an HOA sponsored event and we travel there by car.

    3. Install some shade and water fountain at the park. Have a combination of structures/shade trees installed at the park to make more comfortable in the summer months. The water fountain is self explanatory. This would increase usage and give the children some respite from the heat.

    Well, if there has been any additional dialogue on this, I have not figured out how to retrieve it. I have not been able to attend any meetings thus far due to a more than busy schedule but my wife, daughter and I have lived in section 2 for about 2.5 years.

    Regarding the lighting of the cypress village signs, I would be in favor and feel that lighting the signs/entrances to the neighborhood will add value to the community by increasing the “curb-appeal”. Not only does it light the signs so that the name is visible, it brightens the entrances so that they are more visible as a whole. I don’t know about any of you, but when I am driving up Harkey from Bailey, the street light on Patridge hardly does anything for letting me know there is a neighborhood approaching; as for seeing the street sign, I would practically have to slow to 15-20 mph in order to read if I didn’t know what I was looking for. In addition, the entrance signs are a reflection of the neighborhood and lights/better landscaping (not just flowers and underappreciated hedges) make the neighborhood look more attractive as a whole. If you drive the neighborhood, there are alot of homes for sale and if these don’t sell and sell well, it makes it very difficult for home values to increase. Perception matters.

    To discuss briefly the options presented above as alternatives IMO:

    1. I agree that speed bumps would be beneficial throughout the neighborhood (on the main streets)for safety reasons, however I think that especially in section 2, this should wait until atleast all of the lots have been filled and for section 1, until Magnolia is complete before a project like this is undergone so that it doesn’t further hinder the flow of traffic. I would think that this is something that could be pushed off for a couple of years.

    2. I think this is a great idea except I would further suggest to add a track similar to West Oaks Village around the perimeter of both sections, complete with satellite fitness stations (this is where every so often you see a pullup bar or something with a sign that says what exercise to do at that particular station). I think to just put a path connecting the two sections for the purpose of a park that IMO isn’t up to par (for reasons suggested in #3) would be pointless. I would be curious to hear others’ feedback, but my family hasn’t visited the facility and it wasn’t because of proximity; we drove by and it just didn’t seem worth the time to stop, get out of the car, etc.

    3. I think that an idea to enhance the park facilities would benefit the community immensely. A pavilion, trees, additional play structures, and parking would be great. If this could be done in combination with #2, even if the water fountain was put off until the next budget period.

    Ok, one question I had, and this comes from my lack of experience with the HOA, would be as to whether or not the HOA is allowed to raise dues in order to increase the capabilities of the organization. If this is possible, what kind of consensus would it take in order to do this and/or has this been looked into at all? I know that our neighborhood is not a master planned community but when you look at our dues compared to other deed restricted communities in the surrounding Houston Area, we are on the low end (for newer developments). I know I would be willing to pay more per month (as much as double) if it meant that we could ensure that we didn’t have problem lots like 6114 Patridge (sorry if I got the address wrong, its the house that has been vacant for over a year and nobody maintains the property – not even the HOA), and we could have a greater budget to add and maintain our neighborhood so it is attractive for buyers and therefore reducing the amount of homes for sale, thus raising the property values. If we aren’t careful, those that are rule biding and good neighbors will soon leave the community and be replaced by those that aren’t and/or who aren’t people you want as your neighbor. Deeds restrictions should be enforced, that was the original purpose of the HOA. My bid is that we spend more time getting people to maintain the condition of their yards, stop parking on the streets, and get a decent landscaping company to maintain the perimeter of the neighborhood so that we have plush St. Augustine instead of Dallas grass/weed mix.

    My thoughts are beginning to run together; i appreciate the time to offer my feedback and opinions and encourage additional dialogue.

    Thanks for the thoughts. The speed bump issue has been looked into several times. Unfortunately, the city owns the streets, and they are unwilling to put in speed bumps because it would hinder the quick movement of emergency vehicles.

    Speed limit signs are also set by the State of Texas, and we don’t qualify for an exception. That issue has also been looked into time and time again.

    As for raising the dues, that is an unpopular thought. The HOA raised the dues by $20 a year and it was a “big deal” at the meeting. I can tell you that one of the reasons I chose this neighborhood was that the dues were low. There are a lot of great facilities around here, including the new natatorium and rec/fitness center the city is building just a mile or two down bailey. I suggest that you should take the extra money that you’re willing to pay towards dues and invest in a membership there. The facilities you will have access to are much greater than anything we could do here. The reality is that the HOA only has 324 lots, and we do not own any land. The land around our HOA is generally city or county land, and there is no room to put in any of the tracks or fitness stations or anything, really. The park, for example, is on city land. The good part of that is that the city paid for and maintains the park. They also have a plan to expand it in the future. There’s no sense raising our HOA dues to pay for something that the city is already planning to pay for in 2011 or 2012. When it comes time for them to make improvements, maybe we can work with them to get more for the money. For example, we did a community build for the playground, so the city didn’t have to pay for labor to build it. That got us more equipment. I’m sure our neighborhood will be willing to help out again when it comes time for an expansion, and I’m sure that will help us get an even better park.

    This may seem a bit personal, but if you don’t think our park was even worth getting out of your car, then I’m not really sure what you would need to be happy, though. Our park will never be an independence park or a centenial park. I can’t speak for everyone, but we’re happy to have the park.

    I know there are communities around us that have club houses, pools, private playgrounds, gated streets, and a security patrol. The truth is that if that’s what someone wanted, then they should have bought a house in that community. I hope that doesn’t sound too harsh. But, I bought my house because this is a small community, and I should never have to worry about paying $400-$500/year in dues. It’s just not warranted for our HOA.

    There are still improvements we can make, that maintain the value of our properties, and those I think the HOA can do – such as the lighting at the entrances. And I think those are the type of things that the HOA is already working on.

    Chad – thanks for the clarification regarding the suggestions above. I was unaware the land surrounding the community was not owned by the HOA.

    Regarding the dues, I understand it is an unpopular topic, however I was trying to get the point across that I (along with others I’m sure) would be willing to pay additional maintenance cost ($5-10/month) to aid certain projects.

    Something I was curious about, are the meeting notes from the HOA meetings and budget meetings published here on the site so that homeowners that are unable to attend and participate in meetings can review? I would be interested in viewing the budget or other financials that the HOA might produce. It would also be beneficial if certain topics that were going to be discussed at the meetings (assuming an agenda is produced) could be provided on the website so that those that are unable to be in attendance can provide dialogue/opinions to be presented or taken into consideration at the meetings as well.

    If these are things already in place, I apologize.

    I also found Rob’s forum post where it indicated the financials could be viewed up to date at the LPI’s office with 10 days notice.

    Also, it doesn’t appear the meeting notes have been published since the April meeting. Would it be possible to publish the annual financials for the HOA on the forum?

    To be clear, there are some places where the 2-4 feet outside the fence is owned by the HOA, and thus maintained by the HOA, but those drainage ditches wouldn’t be good for any trail or anything.

    The financial information is not going to be posted on the website. We discussed it a while back, and it’s just not appropriate, as anyone can get to our website, but those financials should be reserved for residents only. The meeting minutes will be added as they are approved. Since there was no HOA board meeting in June (they were busy with the tree farm issue), the May minutes aren’t approved yet. They should be approved and posted soon.

    As for posting an agenda – that might be directed towards the current board members. However, I would say that this website is not an official forum for board issues, and since the board is now operating under much more formal procedures, showing up at the meeting is still the best way to have opinions heard. If you have any general concerns, the forum is monitored by the board, so that might be a good place to start. Of course, you can always call LPI directly, and they will immediately help you with whatever question/concerns you have. That might be your overall best bet.

    I was curious as to the house that caught fire on Promenade Lane back a couple months ago. What will become of that property? It is an eye sore with the yard and house and was just wondering if you knew when it would be cleaned up.
